BCAA Conducts Initial Air Operator Certification Audit for Heli Bhutan Private Limited

The Bhutan Civil Aviation Authority (BCAA) successfully conducted the initial Air Operator Certificate (AOC) audit for Bhutan’s first private helicopter operator – Heli Bhutan Private Limited – from 15th to 17th April 2025.

This significant milestone marks a step forward in enhancing Bhutan’s domestic aviation capabilities, particularly in rotorcraft operations. The audit was carried out in accordance with Bhutan Civil Aviation Requirements (BCARs).

The three-day audit assessed Heli Bhutan’s readiness across multiple areas, including:

  • Organizational Structure and Management Systems
  • Flight Operations and Crew Training
  • Quality Management System
  • Safety Management Systems (SMS)
  • Ground Operations

The BCAA inspection team engaged closely with Heli Bhutan’s management and operational personnel to verify compliance and evaluate their operational preparedness for commercial helicopter services.

As the first private helicopter operator in the country, Heli Bhutan Private Limited aims to provide flexible and efficient helicopter services—including passenger transport and tourism-related charters—enhancing access to remote regions and supporting national connectivity.

The BCAA acknowledges the professional cooperation and commitment demonstrated by Heli Bhutan throughout the certification process.
