Certification and Oversight of Approved Training Organizations (ATO) Workshop

The Bhutan Civil Aviation Authority (BCAA) participated in the Certification and Oversight of Approved Training Organizations (ATO) Workshop, held from 18–20 February 2025 at the ICAO Asia and Pacific Regional Office, Bangkok, Thailand. Coordinated by COSCAP-SEA, the workshop aimed to enhance the knowledge and skills of CAA inspectors in evaluating and certifying ATOs.

Led by Capt. Gianlorenzo Regis (ATO Certification Expert/Flight Inspector), the training covered regulatory compliance, risk assessment, oversight procedures, and certification best practices. Through case studies and interactive sessions, participants gained insights into assessing ATO structures, training programs, and operational manuals. The workshop also addressed risk-based oversight, compliance monitoring, and handling non-compliance cases.

It provided participants with practical tools and global best practices to enhance the effectiveness of ATO certification and surveillance. The BCAA remains committed to applying these insights to further improve aviation training oversight and contribute to a safer and more robust aviation sector.
